I agree with all the comments posted so far, especially calling for some restraint on noise.
(Isn't El Andador del Pescador just the pedestrian walkway running a few hundred meters north and south of the basketball court? It has always been kept in good repairs, clean, etc. If the poster is referring to the seaside walkway from Playa La Madera to the small bridge over the canal, then I agree: it has been in a rundown state now for years.)
On tourism to Mexico in general, I've noticed more and more ads for all-inclusive destinations in Mexico that do not even mention the word "Mexico". They prefer more positive terms like "the Mayan Riviera" or "beautiful Los Cabos". Mustn't remind people that all these wonderful places are actually in Mexico.
Marketing Zihua has to be different than that aimed at the 1 or 2 week all-inclusive crowd.
