Question regarding Las Gatas & Isla Ixtapa

'You misunderstand. They were not allowed to take pangas over until tourists returned. This is also occurring at Playa Linda for Isla Ixtapa.'

Is one correct to understand that Las Gatas and Isla Ixtapa are currently keeping the daily visitor capacity at lower levels than the capacity 'number' they used before pandemic?
