As a long time visitor (1972) I believe Rob's recollection to be correct. I knew many hotel operators at the time and they really wnated to preserve the unique character of the town. They fought tooth and nail and eventually won out with a building code that only permitted development of three storeys or less in the Zihuatanejo municipality!

Great thread, original story not altogether, well, nor actually at all negative, and Rob's account of what occurred way back when as Ixtapa came to be matches my recollections, those being as a PoliSci major concentrating on Latin American politcs.

Somewhat off topic, but still somewhat germane here, I remember an early Ixtapa Travel poster that just knocked me out back then...anyone got any clues?

Nice, positive exposure.
I've heard that the gov't originally wanted to develop Ixtapa right in Zihua, but that the locals put up such a stink that they decided to move the site. Any truth to that?

Yes, that is completely true. Locals threatened that "blood would run" if the government tried to take their lands. Remember, Mexico has a long history of governments that haven't exactly been benevolent, which is why it's no surprise that they continue trying to run the local families off by many different means, including permitting squatters, allowing services to fail or to be extremely poor, and promoting only Ixtapa. Unfortunately now true locals are a minority and most people living here have neither any memory of old Zihuatanejo nor any love for the community.
