Immigration office and mexican passport issue

I have a unique situation and I am seeking some advice. My 14 year old daughter has dual citizenship with both US and Mexican passports. Her mother lives in Zihua. Back in March she drove with her adult cousins to Zihua from the US. Since then, while in Zihua, her Mexican passport has expired. The office for Mexican passports in Lazaro Cardenas is still closed due to the virus. My daughter is planning to fly back to the US at the end of July with her adult cousins, driving back is not an option.

Can Mexican citizens fly domestically within Mexico without a Mexican passport?

Is the Immigration office in Zihua open these days? Wondering if it would be possible for my daughter to request a US tourist visa with her US passport so as to be able to fly back to the US. When she arrived in Mexico she presented her since expired Mexican passport.

If anyone has any ideas regarding obtaining a Mexican passport during these times thanks. We are trying to avoid taking a bus to Tijuana and walking across. Thanks again.

Mexicans need no passports to travel within Mexico, though carrying some kind of official ID is always recommended.

I believe a passport can now be renewed online via the government’s website.

She should avoid taking a bus all the way to Tijuana from Zihua. That will be dreadful! She most likely can just say that since the virus, she has not been able to renew her Mexican passport. She is unlikely to be the only person with this problem. If she can fly to Tijuana, then she can use her U.S. passport to walk across into San Diego, either using the CBX or taking a cab or bus or Uber/Lyft to the border. Best of luck to her!

P.S. Why does she want to leave Paradise? I can't wait to return!

That's nice. I sent my passport in for renewal 3 MONTHS AGO. Zip, nada, zero so far. Guess Not going anywhere for a while. BE PREPARED if you need passport renewal!!!!

However she crosses the border, I can't see any reason why her US passport wouldn't work just fine.

She will be fine. My 5 year old daughter in San Juan del Rio, QRO is the same with dual citizenship. When her and her mother fly to see me here in the States, she presents her Mexican passport at the QRO airport and then her US passport once she gets to Dallas or Houston. Then vice versa for the return trip. Never had a problem and her's are up for renewal in 2021 so thanks for the post to keep it in our mind and wishing you the Best. Siempre Fiel!! The Lazaro Cardenas office may not be open yet, but other SRE offices have opened up already. I went to the SRE page to see the latest info, and it shows the Morelia office opening again on July 1st.

I'm pretty sure both parents must be present to authorize the passport application, and if that's not the case, you likely need to something extra with a lawyer to allow it. Apart from that, my understanding is that when traveling without both parents, the missing parent(s) need to go to immigration to apply for a permission letter. If I understand correctly, foreign children traveling here on vacation don't need it to go home, but Mexican citizen children and foreign citizen children with residence here do.
