I've got several ideas how to deal with the Ixtapa hotels, but so far no one's asking me for my opinion.

I am all ears rob, very interested to hear your Ideas!

I meant local authorities, specifically the folks who receive bloated paychecks who are responsible for attracting tourism and regulating our lodging businesses.

I have various carrot and stick ideas mostly related to tax incentives as well as municipal statutes. Some having to do with the promotion made by the Oficina de Visitantes y Convenciones de Ixtapa-Zihuatanejo (OCVIZ) who receive municipal funds for tourism promo as well as payments to airlines to guarantee bookings but who seem to promote exclusively for Ixtapa and zip zero zilch for Zihuatanejo. The point being that currently the Ixtapa hotels in Zona Hotelera I are essentially getting away with unfair business practices. I believe that a combination of sanctions and incentives can be offered to help level the playing field and attract tourists with increased purchasing power. Ixtapa wasn't planned and built simply to help enrich a few corporate hotel chains. They need to kick in and do their part to guarantee an equitable distribution of tourist income among the shopping centers that were built in conjunction with the hotels to provide a higher percentage of economic support and prosperity for the region than we have been receiving since AI became the only option in the majority of hotels in Zona Hotelera I. No one has any problem with hotels like Azul Ixtapa, Club Med, Qualton, Capella or Westin offering exclusively AI since they are all relatively far from the commercial centers.
