Your research correlates with what I have out. Also, our one meter runs our house and that of our caretaker; installing two meters with some re-routing of some wires should help. Also, understand to do this the meters have to have "new" owners for billing. And, the kick in to higher rate is based over usage over 3 billing cycle (six months). Owners, the only previous occupants on spent part of the year here and probable less than 3 billing cycles.

I plan to build in near future so am interested in solar; I had it in AZ and it was a bargain with 6 year cash on cash payback and 20 year lease with Solar City but the installation was heavily government subsidized.
