Hard to justify that with facts. Chicago's 2017 rate will be a bit lower than 2016 which was 27.9 per 100,000 people. Close to 100% of the murders in Chicago are reported whereas the same can not be said in Mexico including Zihua do to many missing people being unaccounted for. The 2017 rate just for the state of Guerrero (which includes Acapulco) is 58.6 per 100,000 people. From what I have been able to find, the population of Zihua is 67,408 and Ixtapa is 8,992. So if you round up the area to 100,000, it would only take 29-30 to outpace Chicago.

FYI: Mexico as a country is 18.7. The USA is 5.13 and Canada is less than the USA, but I could get an accurate number as people still aren't sure if Quebec is part of Canada.
