emergency flashers as a regular driving feature

I have been driving one of two different vehicles almost daily here in Zihua for three years and sometimes as far as Patzcurro. Soon I may venture further inland if I can be semi assured of getting magna .

I have learned to not rely upon ,but give a distance when a driver in my vicinity uses a turn signal, realizing a left turn signal may mean a right turn or maybe a real left turn?

What I have not been able to figure out is the average motorist's use of emergency or hazard lights while they seemingly drive straight down a highway/street.

Does it mean the motorist is thinking of turning or stopping but they are not sure where? :wtf:

We've seen motorists use their flashers when passing on those 3-lane roads, probably because Mexican law doesn't mandate low beams at all times, as are required in Canada (and the US?....I forget)
The best use of flashers here in Mexico is when a vehicle wants to back into a parking space. On go the flashers, so others know to leave enough space.
