Comfort levels and tolerance vary widely from person-to-person.

Which is why I qualified it by saying that only 20%-25% are driven primarily by fear. Presumably they hide in the closet all day for fear of the boogeyman, which is fine as far as it goes. But taken to an extreme, this worldview makes life difficult for the rest of us. So too many Americans support things like:
Spending billions to build a useless and ineffective vanity wall that apparently can be breached by a common Sawzall;
Or agitating for evermore gun sales that kill 40,000 Americans every year:
Or supporting dishonest politicians who are eager to strip away our civil liberties, in the name of security of course.

I don't know how to reach such people. They don't really respond to reason. Which is why it's usually a fool's game to try to persuade would-be tourists, who take to heart violent publicity about Mexico, that the country is safe enough for most tastes, at least in the tourist areas. Kind of like those who are afraid of flying - no amount of statistics or logic or reason will budge them from their terror over flying. So it remains a mystery.
