If the plane took on that much fuel in Windsor, they probably planned to stop there anyway. Planes don't like to land with full tanks - it adds 20-30 tons (tonnes in Canada?), adds considerably to the landing distance, and puts a lot more stress on the wheels, brakes and wheel carriages. Doable but certainly riskier than landing with empty tanks. So they probably only put in enough fuel in Toronto to reach Windsor and then topped off the tanks there. Now why they went to Windsor in the first place I don't know. My guess is that they needed to swap out a pilot, but that's only a guess. Nothing else comes to mind.
