You might want to complain to the Canadian Transportation Agency, however, I’m of the opinion the deck is stacked against you because the CTA has a fairly cozy relationship with the airlines and the new regulations introduced recently by Minister Garneau are relatively toothless.

Depending on the type of compensation you are claiming for, another approach could be, since the flight was International, is to claim under the Montreal Convention which is part of the Carriage by Air Act and has the force of law in Canada providing your claim meets the CAA requirements.
