Was at a bar in Ixtapa today enjoying a few beer. Only a few of us there. A guy comes in looking very official with his clip board and receipt book and asked to be paid for the "over occupancy " tax. 1250 pesos. Apparently it happens every month. The owner paid it and got his receipt. Said it was cartel people and nothing he could or would do about it. The joys of operating a business here.

Hey Victor - you still there?

Somehow, I can't see the real bad guys giving receipts. Sounds more like an obscure bylaw that gives the municipal government the right to legally extort business owners.

Which raises the question: How can you tell who the bad guys are without a program?
