Yes, that is my understanding. I have taken that information direct from the application form:

On page 8, there's a section "Por haber contraído matrimonio con varón o mujer mexicanos.". It says the following:


Presentar copia certificada y dos fotocopias del acta de matrimonio o de la inserción del acta de matrimonio celebrado en el extranjero, expedida por la Oficina del Registro Civil Mexicano. En ambos casos, la fecha de celebración del matrimonio debe ser por lo menos de dos años anteriores a la presentación de la solicitud. La inserción del acta de matrimonio extranjera deberá tener cuando menos dos años.

That's where the info on the page was taken from. The last line there says that the "insertion" of the "acta de matrimonio extranjera" must have been at least two years ago.

If you've had legal residence for more than 5 years though, you could do it that way instead.
