Guerrero one step away from moving back to maximum risk red

I wouldn't say it's different at all. Careless people and mobility lead to increased rates of transference. Tourists are being more careless than locals. They are the variable causing the tasa de transferencia to rise above ONE. Locals don't want to close and they are being more careful. The governor is trying to get ahead of the problem by issuing warnings that he will close the beaches and the businesses if people continue acting irresponsibly, which means businesses need to step up and not serve people not obeying the facemask and social distancing rules. We have another week to see if it has any effect.
