Lost bank debit card

I have misplaced my debit card. I have American cash. I want to exchange it at a bank. Do all banks exchange dollars to pesos? What are lobby hours? At home, our banks no longer have lobby hours due to Covid. If this isn't possible what is the closest exchange to Madera Playa? Thanks.
