What happens if you have to go back to "Semáforo Rojo?" We are contemplating returning in early March once we have been fully vaccinated, but are concerned about making arrangements if things including hotels have to close.

I doubt it will mean a full lockdown, but I expect it will be close to it. Hotels will probably be reduced to something like 25% occupancy, restaurants will probably only be able to offer take-out and delivery, and bars will hopefully be closed completely. Non-essential businesses will probably have their hours of operation restricted. Taxis and combis will probably be closely watched and fined if they don't observe safe protocols, which many currently aren't. I don't believe it would last until March. Taxco and Iguala just had their designations changed to Rojo, so it looks like the Gober Precioso is designating individual municipios instead of the entire state, which a more equitativa way to do it as long as the methodology is honest.
