Was I almost Ripped Off?

We just bought a car. Yay! During the process after we paid, I went to the Finanza Administracion to transfer the license plates name to my name. The salesmen from the dealership was going to 'assist me' with the process. This was on a Tuesday and of course the line was long. He went inside and after about 15 minutes, he said it would cost 8000 pesos. I told him I don't have that much money, we agreed to come back later when I had the money. So, on Thursday I went back to the Finanza Administracion. The salesmen could not make it, so I was on my own. so I finally get inside (long lines again) and give the paperwork for the transfer and to get the card/sticker. The salesman told me to go to a specific teller and she would know what to do. I gave my paperwork to said teller and about 20 minutes later she calls me to her station. She says, the cost will be 3250 pesos and adds ' es mas debajo' than 'said salesman' was asking.

This was eye opening. What just happened? Was this two people working together? does a salesman expect a commission for going to the finanza administracion? What is the normal cost for doing a transferencia ???

Wondering if anyone has any insight?? I haven't contacted or heard from the salesman since then. we were satisfied with the purchase process, not sure how we think about this last step..
