I have been bring sing some every year for several years now. Only once when I had well over 50 pairs did I had a chat with customs but it was clear they were not for sale and after explaining where they were going, I had no issue. I used to bring some for Lupita and the rest was given to a couple organizations. You may want to check with the local churches and other similar groups like the Lions in Zihua.
