MEANING THAT YOU CAN FLY IN UNVACCINATED, BUT HAVE TO QUARANTINE. YOU CANNOT DRIVE IN IF NOT VACCINATED!!;-)

I’m not sure how that is consistent with this.

Fully vaccinated foreign nationals may be allowed to enter Canada for discretionary travel on the following dates if they meet specific criteria:
Effective August 9: American citizens and permanent residents of the United States, who currently reside in the United States, who meet specific criteria to qualify as fully vaccinated
September 7 (intended start date): All other foreign nationals who qualify as fully vaccinated

Foreign travellers entering Canada will need to present proof (in either English or French) that they've received a complete round of one of the vaccines authorized for use in Canada. That means two doses of either the Pfizer, Moderna or AstraZeneca products, or one dose of the Johnson & Johnson vaccine, at least 14 days before arriving.

All travellers must use the government's ArriveCAN portal to submit their information. If they meet the government's criteria, they will not have to quarantine upon arrival in Canada.

Americans who have been vaccinated for at least 14 days will be able to travel to Canada, their second most popular destination, starting Aug. 9, the Canadian government has announced. Mexico, the most popular travel destination, is already open for travel.

Travelers will still be required to have proof of their vaccination status, either a digital or paper copy, and a prepared quarantine plan once in the country in case they arrive at the border and it is determined they do not meet the requirements.
