Sooo, I am thinking that only fully vaccinated Americans will be able to travel by land to Canada, but if you travel by air you can not be vaccinated , but would have to quarantine. This is how it has been since day one. I sure could be wrong as it wouldn't be the first time.

I’m quite sure you are incorrect. Prior to August 9, 2021 all discretionary entry into Canada by non-residents has been prohibited, whether by land, sea, or air. Eligible entry has been limited to the following.

Foreign nationals who are eligible to travel to Canada
To be eligible to travel to Canada as a foreign national, you must meet the requirements for one of the following:

an immediate family member of a Canadian citizen, person registered under Canada’s Indian Act or permanent resident who is staying in Canada for 15 days or more
an extended family member of a Canadian citizen, person registered under Canada’s Indian Act or permanent resident who is staying in Canada for 15 days or more
a person who is authorized by the Public Health Agency of Canada to travel to Canada for compassionate reasons
a person who’s participating in an International Single-Sport Event (ISSE)

An eligible person could enter whether vaccinated or unvaccinated.

Your confusion may have arisen because the USA treated the issue differently. It did not permit discretionary entry by Canadians by land or sea. It did permit discretionary entry by air.

So a Canadian could fly Alaska Air from Vancouver to Los Angeles to Zihuatanejo because the USA would permit entry by air. The Canadian could return by the same route because the USA would permit entry by air and the Canadian had the right to return to Canada. An American could not take that same flight from Los Angeles to Vancouver unless they were in an eligible category.

That changes on August 9.

Those who are in the eligible categories will be will still be permitted entry under the previous rules.

Discretionary American travellers who are fully vaccinated. will be permitted entry.
