No one has yet stated what will constitute "proof of vaccination" for Canadians entering the US (or Mexico?) by land borders come early November, when those borders are expected to open. Same question for local Zihua hotel operators: what would a Canadian provide in the way of proof?

Those are topics for US and Mexican authority address.

(So, far, some provinces are providing a document of some sort, but who will recognize them outside of Canada? Our Federal government keeps hinting at a national "vaccine passport", but if they don't soon get off their backsides, it'll be too late for the upcoming winter tourism season.)

Those familiar with the Canadian constitution will understand that health care, and the associated records, are in provincial authority. The federal government would serve in a coordinating function, so it cannot effectively move faster than the provinces.
