Only mandatory if you want to do any real business like buying/selling your house, buying a new car, opening a bank account, contracting for utilities and other mundane things.

As a non-citizen or non-resident, you cannot even get one.

As uneducated and non-computer as Mexico is this will be a failure,

Ah, as a non-citizen and a non-resident, I can't get one.....whatever it is.
Not entirely uneducated, I clicked on one of Tally Ho's links, and viola: it's a Mexican registration similar to a US Social Security Number or, in Canada, a Social Insurance Number.
I opened a Mexican bank account a couple of years ago, at Intercam. Didn't need an RFC then, so I guess they're a new thing.

Your bank info probably has a fictitious RFC something that Mexican banks have done for years when opening accounts.

There are generic RFCs often used when foreigners are involved. They mostly benefit accountants who receive the tax refunds many citizens never know they qualify for. ;-)
