passage thru Juarez

Zero reason to stay over in Juarez. I'm a (retired) sales mgr for Mexico and even my then (Mexican citizen) sales agent for the Juarez region has moved both his office and residence to El Paso due to security concerns. Reality is, there is no safe area in Juarez these days and there's nothing cultural to see anyway. Not anything to see in El Paso either, but at least you're safer.
