Danny, I believe what Scott was referring to is that if you have dual nationality and you are in Mexico then you will be treated legally as a Mexican, not as a Canadian, which makes driving the car of a foreign tourist illegal for you. I know it's a dumb law but it is the law.
Does your friend speak Spanish? Is anyone helping him?
