Does anyone have a current number for El Refugio? I tried to call the one I have, in order to arrange a visit, but it's no longer in service.

Did you try the one on their website?

Is it still possible to visit? Each time we have passed by on our way to La Barra De Potosi the gates have been locked.

Yes, it is still possible to visit.
You must, however, make arrangements ahead of time, as was Frostbite's concern in his OP.

We went on Monday. Other than a whale skeleton, a few birds and iguanas, there isn't much to see. We were informed that taxis are not allowed to bring people; only tour guides. Struck me as rather odd.

Perhaps you haven't been paying attention to what happens here with taxis blocking and harassing and even threatening folks for giving rides and tours. I applaud wholeheartedly Refugio's decision to refuse service to taxi drivers. It's just some of their own karma coming back at them.
:bravo:

It seems to me that there's a difference between getting a ride TO versus getting a tour OF a particular destination.

You might want to remember that it is no longer open to the public at all. So the fact you can visit is a privilege. She received no assistance from the Gov't, not enough patronage and not enough support. She could only run it on her own funds for so long. We were lucky to have it when it existed and it would certainly make you look better if you weren't so critical and disparaging about it.

A statement of fact is hardly critical or disparaging. I have taken friends there before and after it closed; both to give them a great experience and to support the place. It is certainly is a shame that Laurel didn't receive any support from the government. I tried to make a donation the other day, but it was refused.

Sorry, I guess this doesn't sound critical at all...

Happened to me also, she should "learn" to take what ever is offered....

I can appreciate her desire to play by the rules, however strange they may be, but cash under the table....
