CURP card and municipal taxes

In a discussion with a group of expats, the issue of foreigners owning property in the affected zones and the annual taxes came up with contrasting opinions. If a foreigner property owner has the Curp card, do they qualify for a reduction on their annual property taxes?? I thought that the fiduciario had the name of the bank that holds the title, so therefore the foreigners name is either not on the tax notice or is secondary, and therefor not eligibile. Could someone with knowledge on the issue, please afford the correct info.

I know it's good for half price on water bills, and discounts on bus tickets (not local), but would love it if it helped on our property taxes. (As low as they are) However, have not heard that it is, and from my sources, that means it isn't, sigh.

Yes, our property taxes have a 50% reduction. Same with our neighbour and another foreign friend as well. So there are 3 that I personally can vouch for. At the caja where you make the payment for property tax which outlines the qualification for this deduction. For a few years a friend took our payment along with hers. It wasn't until 3 years ago when I started doing it myself that I saw this sign and asked questions, and received the discount.
