So is this hot air or are there plans? I know it was a hot topic at one point. Hope they don't build a bay wrecker....

There is too much money being spent on too much cement. For the money the state is appropriating we could build a first-class hospital, something we urgently need even more than a pier. The pier is cosmetic, and before the first bag of cement is mixed at least half the money will have already disappeared in the bank accounts of políticos and influyentes. So lots of us would like to see a more practical and functional design than what is being presented, which looks like it would collapse or suffer serious damage with the first hurricane or earthquake.

Personally I would prefer a sturdy floating pier made with wave attenuators and attached floating docks for embarking and disembarking passengers.

The current plan is to build this early next year as well as to finish the road to La Ropa from the airport so that you nice tourists don't have to witness our poverty and poor city planning up close unless you dare leave your vacation lodging for town. A lot of poorly spent money we can ill afford to waste, IMHO. But since next year is an important election year, politicians are looking to award large multi-million peso contracts from which to siphon funds.
