Can anyone tell me if Inapam cards are being issued in Zihua? If yes, where?

Yes, they do. The office for DIF is on Calle Aguacate, near Calle Las Palapas. Follow the sign at the corner of Herocio Colegio Militar and Las Palapas (just past the Motor Vehicle Dept, stay on the right). I got mine three weeks ago. Depending on the time of day and other circumstances it may take a while; it can get very crowded. I had to have copies and originals of my passport, resident card, birth certificate, CURP certificate, electric or phone bill and two small pictures (the infantile size). Sign a document or two, give them my fingerprint. Only cost was for the copies, pictures and CURP. Excellent discounts on many things. I suggest you have it laminated. Buena suerte!

I just got my card today. To expand on the requirements a bit and perhaps save you a trip (took me three visits to get my card). What you need as of today is:
1. Copy of your residente (perm or temp) document but the copy needs to be blown up to 200 percent of original size.
2. Copy of your passport normal size.
3. Copy of your CURP but it must be in the new format.
4. two photos (infantile size).
5. Copy of proof of residence address (phone or cfe bill), latest one available.

My problem(s) were the size of the residente permanente copy and the old format CURP card that I had. Be sure to bring originals of everything as well. They'll ask you for your birth certificate, but I told them mine has been misplaced for many years and that everyone accepted the passport as proof of date of birth and they smiled and said OK.

The only thing I have is my CURP number which is printed on my Permanent Resident card.
Is that what you are referring to?

EDIT:- Now that I think about it I think I remember that I do have another certificate which I left at my condo.
I'm not there now.
And I was able to print my certificate from the .gov site
