I'm curious. Not that it is a bad idea, but how is the Canadian government enforcing and tracking the 14 day quarantine period when you return home.

I only can tell my own story :
Today is day 13 of my quarantine.
The day I travelled, I used the ArriveCan app to answer a few questions as it was suggested by the airline. But paper version was available on the plane.
They ask where you will be staying during the 14 days, if you can go directly there from the airport, if you are able to avoid public transportation,... They also ask if there are people at risk living with you and you have to give a phone number to be reachable. Cell phone number first and an optional land phone number.
Upon arrrival, at Montreal airport, the immigration agent who checks passports ask for the filled form or proof you answered through the app (confirmation number).
On day 3 or 4, I had a call from a gouvernement employee. He wanted to confirm my flight number, travel date and where I came from. He asked if I was travelling alone, if I had come home directly from the airport and if I had no problem getting food and health products. He confirmed the date the quarantine will end.
On day 8, I received a recorded call in both languages saying I was still on quarantine for a week and that second week was as important as the first. They said I was contributing to save lifes :-).
That's it for now. I don't know if others have welcomed agents at their door. I don't know if my cell can be monitored. I don't care, i stay home.

If you came home to a house of one or more people would they also have to quarantine? Thanks for sharing your experience.

This is the official statement :
https://www.canada.ca/en/public-health/services/diseases/2019-novel-coronavirus-infection/latest-travel-health-advice.html#a1.5
So I can stay with my family with distanciation recommandations and they are not in quarantine,
In March when my husband and I came back from ZHI, the quarantine measure was just beginning. Our two young adult kids living with us, had student jobs in an elderly care facility.
Even if they didn’t travel with us, they were asked by their employer to quarantine with us (stop working) or to live separetly. In the same time, having guests at home was prohibited (Part of Quebec confinement). So the kids couldn’t stay with friends. By chance, we had an empty family house close by where my kids were able to live their « normal » life for a few weeks. They stopped by from time to time with grocery and walked our dog which is not possible in quarantine.
You see, it’s complicated but we manage to comply. The idea is to reduce the risks but instead of recommendations we have laws and fines.

When I returned to Canada from the US in April, the 14 day quarantine was enforced
by threat of up to two years in jail and a 1 million dollar fine!!

BTW, nobody called me during my 14 day quarantine. A friend of mine returned from Mexico a month later and he got 2 follow up calls during his 14 day.
