Immigration 180 Day FMM Questions

A couple we know were unsure about getting their residency after buying a home here, then COVID hit. When their initial FMM's expired last summer they were granted extensions for another 180 day at a cost of 4500 pesos which included fines. They have been unable, so far, to get a appointment outside of Mexico to get their residency done, and their extensions have expired. She went in last week and was told it was another 4500 pesos including fines.

They have everything necessary to get their permanent residency except the consulate appointment outside of Mexico.

Another friend is about to have her 180 day FMM expire. She went in last week and was told that things are changing and she should wait until it expires to return to their office.

Does anyone have any information to share about this? Relatively current at least?
