a rep of FONATUR comes today. they say first than habe a prollect in barra. then is speck only in contradictions and barra de potosi with placards saing: Fonatur=mentira, save the barra. nature in barra is good, save the nature say no to fonatur. and then the people of barra get crazy! they says: we want barra like this no change. sh!! you will read the news paper tomorrow

Like someone said at the meeting, it simply isn't natural that Fonatur would spend all that money and go through all that trouble to get a concession and then, as they said at the meeting, not have any plans to do anything with it. They said the diagram that appeared in local papers was simply part of the requirements for applying for the concession, but that they really don't intend to build a pier. Uh huh. Right. Makes perfect sense. Oh, and apparently the Fonatur representative had no idea about any golf course or marina or resort hotel projects. Uh huh. Then why are they also in the Fonatur diagram?

The most damning part is the cowardice of the presidente municipal of Petatlán to come and face the residents of La Barra de Potosí after claiming he knew nothing, signed nothing and agreed to nothing (reminds me of Sgt. Schultz in Hogan's Heroes).

Thanks for posting the article Rob. It is very accurate and well written.

I think the Fonatur guy was asking himself if he was getting paid enough for the job of first line of fire/doublespeak to keep the locals properly tricked into manageable passivity. Wasn't as easy as he expected.

A couple of important things... he continued to repeat 'No hay Muelle' always keeping it in present tense. When asked specifically if there existed in the recent past, now or could possibly exist in the works in the next 10 15 years a plan for a pier. He evaded answering. When asked if there existed a development plan in Fonatur on land that would include golf courses, hotels, road expansion, he replied, "That is not my area of authority. I can't respond." When asked can he say it does not exist, he replied visibly reaching for his choice of words as if caught, "I can't say it does not exist"

After the meeting I asked him why the person with authority to reply to concerns of the local residents to such questions did not appear with him, he said he didn't know.

Another detail...he kept talking about atracaderos they would construct (rather than a pier). When asked if those would be used to receive passengers from cruise ships, he said there would be no cruise ships. When then asked ...'Then what is the purpose of the atracaderos?' he replied after seeming stuck, 'They will be for the fishermen'. That produced groans from the crowd.

Despite the usual corporate-speak double-talk in his presentation (the entire presentation was focused on generalities about API and the wonderful past projects of Fonatur) it seemed to me the community slammed him with not only emotion but also pinning him down with questions that revealed his lack of ability (authority) to answer pertinent concerns as well as contradictions in logic and in facts.

As one fishermen adroitly pointed out, if there were no plans for development why did they get the concession?

There will be so much more to come...

It was the same song and dance and evasiveness that the Zihuatanejo folks received, which is why they walked out on their meeting while it was in progress at an Ixtapa hotel conference room.

Folks who would normally trust Fonatur are now skeptical of their intentions. Twenty-five years is just a little too long for a "let's see if this works" trial period.

As you mentioned, one of the more memorable comments by locals that he apparently couldn't answer beyond trying to suggest that Fonatur was the second coming of Christ come to save the community, was "si dice usted que Fonatur no va a construir nada aquí en Barra de Potosí, entonces para qué pidieron la concesión; nadie pide nada más porque sí." Man oh man, would I ever have let out a shrill Mexican ¡aaajúuuuaaaaa aiii aiii aiii ja ja ja!!! if I had been there.

But the most damning evidence against the Fonatur API is the concession document itself, which clearly states their purpose in Barra de Potosí is to build and operate a pier. He also confirmed this unwittingly in one of his replies that the diagram in possession of the fishermen was indeed presented to the SCT in order to get the concession. Vainly endeavoring to suggest they misled the Secretaría de Comunicaciones y Transportes (SCT) but are not lying to the humble villagers of La Barra de Potosí.

And Presidente Lacunza deserves to lose his job over the way he has misled, avoided and generally abused the confidence of his constituents at La Barra. Él lanza la piedra y oculta la mano. ¡Cobarde! :nono:

There's going to be a demonstration march for the revocation of this concession on March 31 at 9:00 am from the pier to the Palacio Municipal.

Best wishes in your fight. Barra de Potosi, as it is today, is one reason I will keep coming back to Zihua.
