The ejido question is a very complex concept.

It was orginally meant to please the peasant type revolucionarios of the rich sugar cane plantation areas of Morelos state who demanded and demanded a piece of land for every family head as the only successful Mexican revolution.

The basic premise was that the natives could not just given land because they would immediately sell it for nothing and supposedly waste it on drinking aguardiente, literally "firewater". So the ejido concept came up with the plan whereby the land could not be bought/sold because it was "tribal patrimony" another words it belonged to every body that lived on it.

Nice idea and in some parts of Mexico ejidos worked very well, however in some places such as Marco's Chiapas where lack of education and infrastructure are the norm, the disputes between land owners and ejidatarios degenerated into bloody violence.

Wish I knew the solution to these very complex problems.

The Mexican government has since ammended some of the restrictions that governed ejidos country-wide. It is now possible to buy ejido land, but usually the red tape is more complicated than the purchase of non ejido land.
