Yes, it is possible to see a green flash immediately after the sub goes over the horizon;
I've see it a couple times while sailing offshore.
It is caused, apparently, by the fact that green light is at a frequency that travels very slightly slower than the rest of the light spectrum, and if conditions are just right , you can actually see the green after the other colors are blocked by the sun disappearing over the horizon. It is a 'flash' , lasting just a second or so. I've watched lots of sunsets, but never seen it from shore... then again, the reflection off my margarita is green...
