We went to Papanoa two years ago after seeing an item about Beach Club Papanoa in a guide book. We took a second class bus for 18 pesos and got off in Papanoa, then took a cab about two miles further down the highway for another 15 pesos. Turns out the bus would have dropped us off right at the gates.
The beach club is situated on a hilltop overlooking, and running down to a nice beach. The rooms were rather plain, but passable, going for 40 - 70 US dollars per night. They had a nice pool and large restaurant that served good but overpriced food. As far as we could tell the place was largely unoccupied. Might be different on a weekend.
Papanoa looked to be little more than about 4 blocks square. We didn't really spend any time exploring it. I doubt very much that there was a hotel there.
