That's a definite no. Knowing well the (real) locals (I mean not the ones that arrived from DF or Acapulco five years ago) you might easily find that out. The locals of Zihuatanejo are heartbroken and often talk about how things were before their good life was destroyed by all this development.
The locals of La Barra are very sad even about the development that has occurred here already which is barely beginning. They are in a panic and deep sadness knowing what is coming here in the future
No, of course locals are not better off with mega-development. Much to the contrary. They lose their culture, their community, often their living and their homes. They lose their way of life (which they loved) and are reduced to struggling servants in a changed place where power is in the hands of recently arrived people who treat them with condescension at best. Their paradise was destroyed before their eyes by the very people they welcomed with kindness in a kind of insidious surreptitious invasion.
That concept that a mega-development benefits the locals is so easily uncovered as the thinnest spin... it's almost dizzying.
