Now Bill, that's simply not true. What there is is a lot of poverty and corruption and lack of vigilance. Usually the people who show the least respect for a natural area are not from that area. Here in Guerrero we've had a literal war going on for years as campesinos ecologistas have been trying to protect their forests from unscrupulous and illegal logging. Too many caciques still have too much power, and in most cases local police have neither the authority nor the training to arrest illegal loggers. In EdoMex and Michoacán there are conscientious ejiditarios who are trying to protect their forests, but their machetes are no match for the cuernos de chivo of the illegal loggers, and state and federal park officials are stretched too thin and are poorly equipped to deal with organized criminal logging.
