Whenever you have any disagreement over a local service such as Hertz or your lodging or a restaurant, please file a complaint with PROFECO. Usually just by mentioning PROFECO your problem will be miraculously resolved. Their office in Zihuatanejo is located on Avenida Morelos near the Centro Social Municipal. You can also file a complaint online via their website. ;~)
