The amount shown for the muelle contract would be about right for preliminary exploration and design work. But certainly not any where near enough to actually build much of anything.

In the states it is very common for the initial contracts between public agencies and contractors to only include a limited scope in the initial award. Then down the road, after the full extent of the project is known, a final price is negotiated. Also not uncommon for sweetheart deals to be made to favored contractors which are never revealed to the public. A common trick is to use change orders, modifications of the design, to allow the contractor to "get healthy" from the original low estimate.

Of course, given Mexico's long history of tribute payments, going back to long before Christ was around, the contractor whom fills the most pockets is likely to be the "low bidder".
