There's absolutely nothing risky about expressing your concerns regarding this situation to Mexico's Embassy in Canada. ;~)
I believe Mexico's SECTUR is another place where your voice and your opinion certainly do matter.
And spreading the word anywhere you can also helps. Awareness is the key, and there's nothing like shining light on corrupt people who prefer hiding in dark places to flush them out and expose them.
