We looked at IMSS. Our neighbours went with that one. They seem pleased. It covers just about everything. The disadvantage for us was that you are assigned a doctor's office. Doctors get rotated every few years from office to office, so you don't have the same doctor forever. You might also consider that you won't necessarily have a doctor who speaks English. For us, we had already settled with Dr. Roberto Campos and we like him very much and want to stay with him as our family physician.
In the end, we went with GNP. We have a friend (Mexican)whose mother, in Mexico City where their office is, is covered by them and is a personal friend of her agent. We were put in touch with the agent and she adapted our plan to our budget. We are happy.
For IMSS I believe you just go to the IMSS hospital and ask to apply. Let me know how it turns out.
