Our fallback has always been La Flama del Tison just down from Zorro's. Sit along the paseo. If that's full, ask them to set up a table further along the sidewalk. It's usually 'way too hot inside, and the TV's always too loud. No bus exhaust and traffic noise, which are no-charge add-ons at many of the other places. Five for 20 pesos last time we were there.
