sailboats and bay water safety

Sooo... backing away from name-calling politics and back to topic:
I am then to assume the cruisers parked in the bay are indeed 'overboarding' their black water since there is no facility to pump their tanks.
And SailFesters? Those swarthy seamen who do so much good work around here!? (Hmmmm.. I'm thinking of a T-Shirt...) Should not cleaning up the bay start at home?
But then, marine life, yes, even those cute little pooping baby turtles all are part of the swirling mystery that is the ocean!
