If you currently get the 50% IMAPAM discount for you Predial and Capaz payments you might want to wait a week or so until they get it sorted out. There is a new state law regarding this discount that you get as a retired person. At the moment they will not accept just your IMAPAM card and another ID, other than the credencial de elector, which unless you are a Mexican citizen you will not have.
I spoke with the head accountant for the city, Raul Mandujano, who we have known for many years, yesterday at Capaz, when I was refused the discount going forward. He was going to discuss this problem with the state authorities, who he had a meeting with later that day and clarify this new law. I have a meeting with him late Monday morning and I will post here what the decision is going to be.

Okay, so I just got back from my meeting at Capaz and they will now accept our permanent residence cards along with the Inapam card to get the 50% discount. You need copies of both. However, we will now have to reapply at the end of every year.
In terms of the Predial we may or may not get the 50% discount. With the new state law they do not have to give it to us if we have a trust on our property.

That is a 100% excuse.

Just back. Normal for this time of year. No waiting, handed the woman our paperwork, smiled and commented on the new hearts on the sleeves of their shirts. Fidgeted with our INAPAM cards (from Nayarit) on the counter. She asked for the cards, gave us our bill with the discount. No questions asked. In and out in under 5 minutes.
Went back to CAPAZ, she took copies of my two cards, said I was only good for a year, and was thrilled when I told her that I was just waiting for final paperwork and would return with a copy of my voters credential in the next month or two. Congratulations were given!
So, predial payment was just as it has always been, CAPAZ was easy.

No, we got it based on our INAPAM cards.
We are still in the 6 to 8 month process of getting the final paperwork that allows us to get our voter cards, passports and get rid of our fidocomiso. It is actually an easy process, just takes time.
Next year it will be super easy, citizens with voters cards and no fidocomiso. Same at CAPAZ.

Paid mine today, on line. Needed a Mexican credit card, my US card didn’t work. Printed the receipt.

Paid ours today. Received the 50% discount with our INAPAM cards. We completed the process in about 15 minutes.
