Permanent visa
I just experienced the new rule by immigration/ I tried to conduct some financial business where they wanted my visa. They said they couldnt accept my visa which was issued in 2013. I had to get an appointment at migration office and get another visa because any visa issued before 2019 were not any good anymore. It all takes time and 1,700 psoes, so dont leave it till the last minute

That’s ridiculous. It's crazy that old visas are suddenly invalid. Sounds like they really dropped the ball on communicating that change. Hopefully it doesn’t take too long to fix.

Were you able to renew your permanent residency here in Zihua? And if so, was an appointment required at migracion before you could get started on the renewal. No one said anything to me in October when I entered Mexico via Zihua's airport with a residency card issued in 2016.

Something doesn’t seem right about this.
My PR card is pre-2019. I have never had a problem with any transaction, including my multiple entry and exit transactions; annual payment of my predial; remittances of IVA; purchase of a (brand new) camioneta; registration of it, getting license plates, and buying vehicle insurance, all in October/November 2024; etc.
A Guide to Renewing Your Mexico Residency Card for Expats
The permanent residency card (Residente Permanente) will never expire hence its name, allowing expats to stay in Mexico indefinitely and travel as much as they would like. However, this is the case only for individuals ages 18 and over, meaning applicants under the age of 18 will need to get their Mexico permanent residency card renewed periodically.
Children under 3 years old are given temporary or permanent Mexico residency cards for a year at a time, to which these must be renewed annually, while children between 3 to 17 years old are issued a temporary or permanent residency card for a maximum of four years at a time and must be renewed in Mexico.
How to Renew Your Mexico Residency Card (Permit)
If you are 18 or older and hold a permanent residency card (Residente Permanente) for Mexico, this never expires and does not need to be renewed, but you do need to advise the immigration office of things like change of address, marital status, and job if you work in Mexico.
Minors (under 18 years) with Permanent Residency must renew their cards periodically—see the section on this page about renewals for minors.

Im a little over 18 years old, Ive read the web site that you dont have to pay anymore. I was surprised when the financal business wouldnt accept my old visa. The notice that it had to be changed is well presented in their office, its a notice about 5 ft high and 2 ft wide. The problem I had was myself and a friend trying to get onto their reservation web site. Good Luck with the system. Once in the appointment, the staff were 100%

still begging the question, were you able to resolve it locallY?

Here is how I understand it.
His permanent residency card was issued prior to 2019. The cards now have a chip. IF you are going to deal with a entity, like Scotia bank, that wants the latest greatest, you have to upgrade to the chip card for 1,700 pesos with an appointment required.
We applied and received citizenship July, 2024, and they were perfectly happy with the non chip card.
Looks like unless you are dealing with a real stickler, like Scotia Bank, all is well. The new card is an "upgrade" not a renewal.

Ah, so it isn’t a requirement of migración but a third-party might require a newer technology card. I opened a ScotiaBank account about three years ago using my pre-2019 PR card. I wonder whether this is a recent requirement by SB.

Gracias, how difficult is it and how long does it take to get a PR card with a chip?

I think I was told that any changes to the Permanent Resident situation, then INM have to notify you. I mean, for updates that have to be made.
Going by that, I think what Tally-H said makes sense.
I got my PR Card in 2016 and have had no problems with recent tramites I have done using it. I changed my address recently and nothing was mentioned about the "age" of the card!

I have permanent residency here. I recently moved. Do I have to change my address to my new one in the states?

You should contact the local Migración office and ask them.

Since a number of don't have a US address, I doubt that they would care. I don't remember providing a "foreign"address.

No idea. We are just waiting for the final paperwork on our citizenship that is due any time. No plan to do anything with the residency.
