This taxi issue bugs me, too, but we wouldn't think of canceling our visit next March. As others have noted above, the taxistas won't bother you at all if you are using their services, regardless of which union. Nor are they going to hassle you for riding buses. They will beep at you while you walk along hither to thither, hoping to catch a fare, but if you're not interested, just wave them off. My wife and I walk all over Zihua, from La Ropa to el centro, to La Noria, and El Almacen. Sometimes we'll catch a cab back to our hotel, but mostly not. No one ever drowned in sweat, and that just makes the pool all that more inviting!
