Vehicle registration is state, but appears to now meet federal regulations as of 2024. You must be a citizen or legal resident to register a vehicle. Since the update on requirements in 2024, it has become much easier IF your vehicle is legal.

It is handled at Finanza, unlike the driving licenses that are done at the Municipal Palace.

You never forget where you are!!

And according to their posts on line it appears that you must be a citizen to get a license here.

Is the state or the city responsible for motor vehicle registrations and licenses?

Licenses are issued by the state, but it's the municipio's office at the ayuntamiento where the problem is. You can go to any other municipio and not have any problem.

We went through the same thing two weeks ago.

They now schedule appointments on line. It was announced last week and we made appointments for next week. Easy Peezy.

Zihuatanejo does not have a serious municipal government.

A couple weeks ago Rob warned us that new DLs issued in Zihua might not be valid. Using the search he included we discovered that our new DLs from several months ago were no good.
So last week we went back to the DL office for a new set. Lots of people waiting. The machine you tap for an appointment number would not work. A nice lady came up to help us and explained that the office now processes only 30 applications a day. Today’s quota was filled. Further, she explained, that we need to arrive very early to grab a position. She had arrived at 5:00 AM and had still not been called - it was 10:00 AM. Five hour+ wait!!
We drove to La Union and got right in with no wait. Young lady there had us in and out with new licenses in minutes.
