Well, since most of the "service dogs" seem to be Chihuahuas, I imagine it was through a careful analysis of the size of the load.

Rob, ok I was just trying to throw out an idea, don't like the drive to Chilpancingo, don't think this will be resolved soon, and there are many more pressing issues to deal with, keep up all the fights, Gracias

The whole rant about the drive to Chilpancingo was just a spoof on how our bureaucracy works. You knew that, right? Your idea isn't a bad one at all, and in fact I think having dog tags is not a bad idea at all, but it sort of presupposes an infrastructure that I'm not real confident we have yet, and the way things currently are I hate to open any more possibilities for abuse of power or corruption. The other day a friend had an idea to help stimulate tourism but when he presented it to the local official in charge of our tourism the first words out of his mouth were "how much (money) is in it for me?" Unfortunately that's how things are still done here, and the collective indignance we have for such common practices is what's fueling many of the nation's current batch of protesters.

Much as I love my dog, I sure wish there wasn't so much violent crime in Mexico.

Time to find another place to live.
