I highly recommend against doing business with a U.S. citizen who allegedly passes himself off as a lawyer with the initials D.H. The man is allegedly a scammer and a con artist, and the list of his victims and alleged acts of corruption just keeps getting longer.
One of the purposes of my website has always been to steer people away from doing business with locals who made their money through corruption. If a service isn't listed here though it has been around for a while, ask me about it.

I see he offers that service on his website, but I don't know if he claims to be one. I only know he's allegedly scammed and swindled and done wrong to people I know, besides invading public space with a building. He is not trustworthy or honorable. I do notice that on his website he makes no claims to being a lawyer, yet dozens of people have told me that he represents himself as one. Interesting.

In order to get proof of our marriage in the US, we have to get a statement notarized by a US notary before we can get an apostille proof of our marriage. Because of the Confidential Marriage in California that we had, the request has to be notarized by a US notary.
Why is this important? If/When one of us dies, eventually, in order to have any say about the remains we have to have proof of our marriage that is an apostille.
Not a big deal until one of us dies and we don't have it.
We are trying to cover the bases well in advance. We needed to have the document notarized, used him, and plan to have a friend mail it in the US, get the apostille and bring it to us.
IF his notary service isn't real, we'll have to make a trip, at least one of us to the US to get this handled someday.
But the notary service seems to be just fine. We had a lot of things notarized for our residency, things look fine. We should know in a few months.

A Notary has to be on U.S. Soil to have a legal notarization. So off to the U.S. Embassy or Consulates to get it done.

Notaries can't notarize outside their jurisdiction. So you are a witness to him breaking the law. And the legality of your notarized document comes into question if anyone wanted to challenge it.

My experience with a local abogado-Real Estate agent with Rotary ties a couple of years ago was interesting. I stopped by his office and asked about the process of nationalizing my older car because my Permament Residency had begun. He told me the law about car importation. My car…as I knew…was not eligible and so illegal in the country now. I pushed and talked with him about the lack of traffic stops by local police and the fact that even with a State to State border crossing I never had a problem. My USA plates were current. I had a Permit Sticker on my windshield. I had papers in English. I had insurance papers in Spanish. Good to go.
He then offered to get me a set of Guerrero Plates for $500 USD. He greases the local DMV. The local DMV greases the guy in Chilpancingo…I get the Plates and paperwork that is not registered in the system. ????????????
I told him I would continue to talk my way out of any problem about my plates. ????

We had a Jeep with California plates in Zihua. We had it hooked to a trickle charger, which kept the battery alive while we were gone, but the "stale" gas would plug up the injectors, so I wanted to get rid of it and a Mexican gentleman made an offer. I told him that one can't sell a foreign registered vehicle in Mexico. He said: "Don't worry about it", gave me cash and left. Never heard of any problems.

There is currently a federal amnesty program which includes Guerrero . In Zihua they had an office near the sports area where vaccines were administered as of March 22. It is a fairly easy process if you have your vehicle title. You end with special federal placas, I believe for 2 yrs.
