Do not know about the bank situation but I do question why you not bring peso"s, if you have been here before buy them from the bank before you come. I cannot imagine the shit show of trying to exchange peso's for dollars in a mid west state for lunch. My take on it is that is disrespectful of the local economy when you arrive and expect the local's accept the USD.
Yes I am Canadian, live close the border but I am not dependant on tourism to support me. I buy peso's before I come, if I need more I go to the atm. Been here a couple of month's, looking forward to going home so I can see if I am breathing.
Anyways, rant for the year

You probably get a better rate at an ATM than at your bank. Since there are ATMs at the airport, why not just get them there? We always hit the ATMs on our way out, so if somehow the airport ATMs are down on our arrival, we are still good to go.

Hola Lee, to your question, "yes" you can exchange $ to pesos at the banks and at the bank at Electra. You will need your passport at the bank. Enjoy your trip!!!

I wouldn't count on getting US$ bills changed into pesos at ScotiaBank from my experience.

I tried to change US$100 with the teller and they wouldn't do it even though I showed them my Scotiabank card and passport --- the ATM at Scotiabank wasn't working that day, or for the better part of a week.

A local who was standing in line to make a deposit overheard the conversation then asked the teller what the rate of exchange was for the US$ and gave me the equivalent pesos from her deposit.

FYI, I know (no ATM) but last Wednesday afternoon I got 19.21 to the dollar at the airport ATM after decline the offered rate.
