We recently withdrew from the Santander ATM at Mega. This time the instructions were in Spanish which are fine with us. But we found there was no screen asking to accept or decline their exchange rate. We went ahead with the withdraw and received the official/better rate. Now wondering if this accept/decline thing is concocted for just the English crowd.

In my experience it is set to detect any card from a foreign bank.
Yes, that message usually only pops up for cards that the machine determines to be of foreign origin.

There are various resources. One of the easiest is wise.com. Without having to create an account, you can enter MXN on their home page as the receiving currency and get a pretty good idea of the going rate.

wise.com supplies the 'mid-market' rate at the moment.
It is the one I use to gauge my financial understanding.
You will find many other 'rates':
Buy rate
Sell rate
Visa rate
etc...
pretty sure that the mid-market rate is the one that both Visa and Mastercard (the two main consortiums that the banks use for foreign exchange) use.

right now 18.87 pesos per dollar. I found this by googling "dollar peso." This is a dynamic rate and can change from moment to moment. I think the currency markets are only open on weekdays.

Please see the websites for the local banks we use. They all post their own rates.
Bank Exchange Rates
I got 18.84 on my Costco Visa at both Merza and Mega, today. But at the banks it's a whole other story. BBVA shows the rate 17.75 but adds on horrendous fees and now a 7% commission. For 5,000 pesos it would come out to a real rate of 16.2. But I declined.

I had better luck at the HSBC atm in Mega. The instructions are partially in English. I accepted the 80 peso ATM fee but declined the 5.5% commission. It still gave me the money. The charge cleared at my bank today and after the ATM fee, the rate was 18.84
